Include the electrical component in the CE review

For PL01, a transcript made entirely of plumbing code courses can miss the industry-related electrical component. Check the categories before requesting payment. Store the actual initial expiration date because the first term is not always exactly three years; later reminders should follow the birthday-based date confirmed on the certificate.
